Flip Anderson, Executive Director FITARA Operations, US Department of Agriculture

Flip Anderson has over 30 years of hands-on and managerial experience in all aspects of information technology, to include information management, information, and physical security, project and program management, knowledge, and systems management. He specialized in the development and management of Information and Knowledge Management systems with a strong background in Program Management and Systems Development.

Flip is currently the USDA Executive responsible for FITARA and Acting Deputy Director of the Business Modernization Office. He is also serving as the Government Sponsor for the American Council for Technology and Industry Advisory Council (ACT- IAC) Information Technology Management Maturity Model development. Prior to this position, Flip served as the Acting Associate Chief Information Officer and Deputy Associate Chief Information Officer for the Information Resource Management Center.

Flip Anderson came to the U.S. Department of Agriculture from industry where he was a Senior Program Manager with Innovative Concepts Inc., an Elbit Systems of America Company, responsible for Command and Control and Homeland Security Systems. He was directly responsible for the development and management of the Department of Homeland Security’s Integrated Fixed Tower Border Security System and U.S. Department of Defense and Foreign Military Command and Control systems.

Prior to his time in industry Flip served 26 years in the U.S. Army. His last assignment was on the Future Combat Systems (FCS) Program, where he was dual-hatted as the Chief Information Officer and Product Manager of the Advanced Collaborative Environment (ACE) System, a $300M Major Investment. During Flip’s time is the Military as an Army Acquisition Officer he served as the Commander of the Army Research Laboratory Staff Officer and Knowledge Management officer in the Pentagon,  Director of IT Operations and Chief Technology Officer at the Army Test Evaluation Command (ATEC), and Assistant Product Manager on the Bradley Fighting Vehicle.

Flip has a Bachelor’s Degree in Psychology from Newman University, a Masters in Information Technology from the University of Maryland, Global Campus, and Chief Information Officer Certifications from the Federal Chief Information Officers University and the University of Maryland University College. His military IT certifications include a Level III certification in Program Management and Level II Certification in Systems Management. Flip also received certification in Army Test and Evaluation while at the Army Test and Evaluation Command.
